Trump relied on the Cold War-era statute because the United States currently depends on a single domestic manufacturer for both substances, while overall national consumption significantly exceeds existing production levels.
“I find that ensuring robust domestic elemental phosphorus mining and United States-based production of glyphosate-based herbicides is central to American economic and national security,” said Trump in the executive order. “Without immediate Federal action, the United States remains inadequately equipped and vulnerable.”
Through this move, the president delegated his authority under the law to the U.S. Department of Agriculture, empowering the agriculture secretary with comprehensive control over contract prioritization, distribution of materials, and oversight of manufacturing facilities.
Elemental phosphorus plays a crucial role in the production of smoke grenades, illumination rounds, and incendiary armaments. It is additionally incorporated into semiconductors used in radar technology, solar energy systems, detection devices, and lithium-ion battery production.
Phosphorus also functions as the primary ingredient in glyphosate-based herbicides, which are the most extensively applied crop-protection chemicals in American farming, supporting elevated yields in both food crops and livestock feed.
